  1. A ratio compares two quantities. The first quantity mentioned in the comparison goes before the colon, the second goes after.
  2. Read the problem. There are 13 cats and 4 dogs.
  3. The question asks for the ratio of cats to dogs. Since 'cats' is asked first, 13 goes before the colon. Since 'dogs' is asked second, 4 goes after the colon.
  4. The correct answer is 13:413{:}4
  5. Why are the other options wrong?\\[4pt]✘ 4:134{:}13 → This reverses the order, giving dogs to cats instead.
